BOARD MEMBERS



  Tom Thomas
– President

President Thomas was elected to the Board of Directors in April 1997.  He also serves as a councilman on the Upland City Council and has resided in this area since 1976.  He has served or serves on the following water related entities or committees:  as a board member of the Agua De Lejos Water Facilities Authority (six agency cooperative), the West End Consolidated Water Company, Six Basins Watermaster, and a director on the Pomona Valley Protective Association (a corporation dedicated to water recharge activity in the Six Basins area); as a member of the Regional Wastewater Policy Committee under IEUA, the Upland Public Works Committee.


   Judge Ellen Brodie – Vice-President

Vice-President Judge Brodie was elected to the Board of Directors in March 1996.  She is a retired court judge and has been a residing shareholder in this area since 1961.  She practiced law until appointed to the Bench in 1983 and served as both a Municipal and Superior Court Judge until 2001.  In addition she is active as a board member in various civic and charitable organizations.


  Ken Willis – Secretary/CFO

Secretary Willis was elected to the Board of Directors in March 2002.  He also serves as a councilman on the Upland City Council and resides in this area.  Some of the committees he is or has been involved with include Policy Review Committee for the Inland Valley Utilities Agency and Upland Public Works Committee. 

His water related background and experience includes serving the California State Water Resources Control Board (SWRCB) as a Board Member and Vice Chair.  He actively participated in the development and passage of the “1984 Clean Water Bond Act,” and reconfiguring of federal and state bond programs into local “loan” programs in order to extend existing financial resources to more clean water projects.  Prior to serving on the SWRCB, he served the Santa Ana Regional Water Quality Control Board (SARWQCB) as a Board Member and Vice Chair.  The major function of the regional board is to protect both surface and groundwater from pollution.

  Dr. Fred Gattas – Director

Director Dr. Gattas was elected to the Board of Directors in March 2002.  He retired from his private practice of medicine in this community in 1987 and has been a residing shareholder in this area since 1956.  He has served in various capacities in professional and service groups, societies, and on their boards. 

  Robert Bowcock – Director

Director Bowcock was elected to the Board of Directors in March 2003.  Mr. Robert Bowcock has been appointed to serve on several Watermaster Boards by California Superior Courts since 1990.  He currently represents municipal, industrial and commercial parties in the Chino, San Gabriel, Raymond, Mojave, Central and West Los Angeles, Upper Los Angeles River, Santa Clara and San Diego River Basin Judgments in California.  Mr. Bowcock founded Integrated Resource Management, LLC in 1997 after serving as a Water Utility Manager in Azusa (1991-97) and Huntington Park (1987-91), California.  Prior to that, Mr. Bowcock worked for the Metropolitan Water District of Southern California (1982-87), and as a United States Army Civil Affairs Team Leader designed and constructed water treatment and distribution systems for various federal branches of government in Southeast Asia and South America.  He is a licensed California Grade V Water Treatment Operator and maintains various other water industry licenses and certifications.  He routinely provides expert witness testimony to both state and federal courts and conducts research and writes reports for legal firms in the specific area of water resource management.   

  Mark Hill – Director

Director Hill was elected to the Board of Directors in March 2002.

  Will Elliott – Director

Director Elliott was appointed by the Board of Directors on September 20, 2005 to replace resigning Director Rob Turner.  He has served or is serving in the following capacities:Director California Association of Realtors,Past Regional V.P. and Committee Chair California Association of Realtors,Past President Inland Empire Association of Realtors, Realtor of the Year,PAC Committee Chair, Director & Past Chairman Upland Chamber of Commerce,Past President Upland Kiwanis,Lt. Governor Kiwanis Division 15,Upland School Budget Advisory,Upland Police Foundation Board,Chaffey College Foundation Board,Instructor Chaffey College.

  Charles Moorrees
- General Manager

Charles Moorrees came on Board with the Water Company in 1999 as the Project Manager to facilitate construction of water utility relocations to accommodate the SR 210 freeway and to implement Master Planned Capital Improvement projects.  Within a few years, his responsibilities increased as he took on the role of Assistant Manager in charge of Projects & Operations. A graduate of Western Carolina University, North Carolina, Charles brings with him over 20 years of experience in the engineering field of the Water Industry.
